(1) I have the honour to submit for your considera-

tion the attached correspondence which has passed between

myself and the Colonial Authorities with regard to the

date at which my promotion to 1st. Grade Land Bailiff

should take effect.

(2) I joined the Colonial Government Service in

June, 1904 and was appointed Land Bailiff in the Publio

Works Department in October, 1907 at a salary of £210

rising by triennial increments of £20 to £250. I have

maintained unblemished character in all Departments

of the service during my eleven years service.

(3) My claim is that, "the date at which my

promotion to 1st. Grade Land Bailiff should take effect

be altered to February, 1911 (the date of my original

application) or in default that ne distinction be mads

between Mr. Dillon and me by granting my maximum salary

under the new goale, from 1st. January, 1915." This

olaim is more clearly set out in my petitions to the

Hon: Director of Public Works dated the 14th. April, 1915

and the 20th. April, 1915 respectively, which are attached.

(4) In support of my claim, I have the honour to

submit the following brief facts:-

(5) In February, 1911 Mr. Dillon and I petitioned

the Colonial Government with a view to regaining our

lost status in the service, but notwithstanding several

verbal and one written reminder (see letter dated 5th.

February, 1914 attached) it was not until the 21st, April,

1914 (three years later) that we received a reply. As a
